In my view, it must be under a Dictator Absolute Monarchy with a Buddhist Supreme Patriarch monk who can expel the King anytime or null his any decision in any time. But the Venerable monk must be good in spiritual practices like meditations.  Because spiritual leader never gets wrong decisions. And he never involves in Politics without serious matter.  Dictatorship is the faster way to lead a county. But dictator must be loved to his people and be love desires too. Power goes to own son by father, then no need to cheat for wealth. That day will like this way.
